Description

Current phase: ready for owner integration approval. The production helper/workflow and independent regression tests are present. Native authored RED is retained from signed 684b8f9 (run 38182359051); final execution, CI and review must pass on the current signed head before integration.

Validate deferred planning layers above an unchanged, verified runtime root in a native GitHub stack. The current aggregate gate applies one runtime acceptance to unrelated planning proposals; this fix authenticates inherited proof and evaluates the additional planning without relabeling it as implementation.

Fixes #760

OpenSpec: requirements-planning-stack-boundary.

Contract References: Protected native stack ancestry, exact signed root, immutable successful required check/workflow identities, unchanged inherited sources, independent context/plan parity. The bootstrap remains stdlib-only under Python -I -S.

Contract-First Testing Evidence

Specification precedes authored tests and genuine baseline failures. Owner djm81 accepted mapping sha256:61488846c84633e69d586fb818aed1be6cca123cf05e821406fdbdbfdbbb91b4. Its five exact selectors fail against protected dev 4e7c38c with no collection errors, passes or skips. Native authored RED run 38182359051 reconciles with no findings and five genuine failures, zero errors/skips. The unmodified provenance verifier accepts those immutable test bytes across the final implementation history. Historical final head 0c682d4 passed all required CI, all three native Requirements stages (38182972729), and authority (38182972823, attempt 2). Final review then required protecting both proof-producing workflow paths. Historical signed 11342fd passes all required CI and all three native Requirements stages (38183652125), plus authority (38183652143, attempt 2). Fresh review identified the missing scoped check-read capability. Current signed final aeaaaf8 declares checks: read independently in all three consumers, retaining every other read-only scope and all proof checks. Its producer, independent execution and final verdict all pass in native run 38184362859 with no findings; exact-head authority passes in run 38184362851. Signed final 2a20510 only wraps TDD line breaks; all validated workflow/code/test Git blobs stay identical. All required checks, CodeRabbit and native/authority gates pass on this final head; no review threads remain unresolved. GitHub reports CLEAN. Final native run: 38185320112; authority run: 38185320108, attempt 2.

How Has This Been Tested?

Real CLI and isolated Git objects exercise full-proof fallback for runtime, test, CI, delivery, executable, symlink, type-change and inherited-source mutations. Independent GitHub fixtures exercise missing, failed, stale, foreign, forged, paginated and mismatched root proof. Current candidate: 55 focused security/ancestry/workflow controls pass, including the exact four-scope read-only permission contract for each consumer. Historical 0c682d4 full suite passed 3,305 tests, nine disclosed skips and two existing dependency warnings in 185.58 seconds (64% coverage). Historical two-workflow protection full suite passes 3,307 tests, nine disclosed skips and two existing dependency warnings in 182.76 seconds (64% coverage). The permission-corrected final suite passes 3,310 tests, nine disclosed skips and two existing dependency warnings in 201.55 seconds (64% coverage). Final code/test Git blobs match aeaaaf8; no gate thresholds changed. Two stale-root controls genuinely failed before the current-protected-object fix; an unrelated protected docs update remains eligible. Existing promotion, archive, protected materialization, context equality and plan equality assertions remain required.

Read-only live stack #759 prototype independently authenticates both planning children. The unchanged released Requirements provider validates #743/#751 at planned maturity, without acceptance or future-execution claims. This is local prototype evidence; hosted adoption remains pending.

Test Environment

Isolated macOS worktree, CPython 3.12.13, frozen uv graph. Hosted Python 3.11–3.13 wheel/runtime matrix, native execution, member authority and all required checks remain merge blocking.

Checklist

  • Genuine owner acceptance for the exact mapping
  • Spec → tests → actual RED → local implementation
  • Frozen lock/export parity, all audits, trust/licenses, strict signatures, version/PyPI, lint/type errors, workflow checks, Bandit and Semgrep
  • No introduced review findings against independently measured protected baseline
  • Signed native authored RED with unchanged exact test bytes
  • Final current-head native execution
  • Final hosted checks, code review and thread closure
  • Owner authorization to merge the concrete green prerequisite PR

Quality Gates Status

Protected dev/main still supplies verifier and helper bytes. Every consumer independently authenticates exact signed inherited Requirements and authority success before selecting root-to-child regular non-executable OpenSpec planning paths. Root runtime/test/delivery and root-covered sources stay unchanged. Both named proof-producing workflows and all local-action objects must match the current live protected base even when that commit advanced beyond the root merge base. Missing or stale proof fails closed; unsupported changes retain full proof.

No provider pins, signature rules, acceptance requirements, thresholds or required checks are weakened. Candidate code cannot authorize its own planning scope. Final publication synchronizes the 0.55.7 bugfix artifacts and separates security from ordinary fixes in the changelog.

Stack and Rollback

This prerequisite targets dev independently. Once reviewed, green and owner-authorized for integration, restack native #759 (dev ← #719 ← #743 ← #751) and regenerate actual authored/final proof and coherent later security patch metadata. Leave those three PRs unmerged.

Rollback restores the coherent protected helper/workflow pair and captured branch heads with force-with-lease, returning unsupported children to the full existing gate. Existing protected requirements and promotion authority remain enforced.

📝 Summary

User-visible behavior and CLI surface

This change adds no CLI command, option, or default. It lets the Requirements evidence workflow validate eligible OpenSpec planning layers above an authenticated runtime root without treating proposals as implementation.

The workflow selects a planning boundary only when inherited proof and required checks pass authentication, and all relevant changes meet the planning-path restrictions. Unsupported changes retain the full-proof path. Planning evidence remains at planned maturity.

Contract and API impact

The change adds scripts/requirements_planning_context.py and integrates its resolver with scripts/requirements_stack_context.py. The helper adds GitChange, RequiredWorkflow, and PLANNING_RESOLVER. No CLI, public application function, Pydantic model, or package-boundary changes are reported.

The Requirements producer, fresh execution, and final-verdict jobs use PLANNING_BASE_COMMIT when the resolver supplies a valid value. Otherwise, they retain the existing proof-base or final-base behavior. The jobs request checks: read to authenticate the required check runs.

Testing and quality gates

The PR objectives report 52 focused security, ancestry, and workflow controls passing. They report 3,307 full-suite tests passing, nine skips, and two existing dependency warnings. The supplied evidence does not establish a hatch run contract-test result or coverage result.

Native producer, execution, final-verdict, and exact-head authority evidence is reported for specific runs. Hosted CI and fresh review were still running. Python 3.11–3.13 checks, member authority, required checks, final review and thread closure, and owner authorization remain merge-blocking. The OpenSpec task list also leaves final validation and stack cleanup tasks incomplete.

OpenSpec and delivery

OpenSpec change: requirements-planning-stack-boundary. It adds the proposal, design, requirements, validation and TDD evidence, task checklist, review evidence, and a change-order entry. The change keeps inherited runtime proof separate from deferred planning maturity and requires protected validator materialization.

CHANGELOG.md documents the planning-boundary behavior. The package version changes from 0.55.6 to 0.55.7 in pyproject.toml, setup.py, src/__init__.py, and src/specfact_cli/__init__.py. No dependency-entry changes are reported; the CI lockfile change updates only an autogenerated command comment. No module signing or signed module asset change is reported.

The prerequisite requires review and protected integration before candidate stacks can use its trusted policy. The objectives report that hosted adoption and fresh stack proof remain pending.

Full details: Linked Issues check

Explanation

Issue #760 requires a fail-closed planning boundary, independent root and authority proof, full-proof fallback for unsupported changes, and consistent producer, execution, and final-consumer validation. The reviewed helper, workflow changes, and regression tests address these implementation objectives. The current PR description states that final current-head native execution and hosted required checks are still running. The required GREEN evidence is therefore not established for commit aeaaaf8e6a6236e035ff9e55c18880cb0ecbab71c.

Full details: Out of Scope Changes check

Explanation

The planning helper, workflow changes, OpenSpec records, and regression tests support issue #760. The 0.55.7 version changes in pyproject.toml, setup.py, src/init.py, and src/specfact_cli/init.py, the 0.55.7 CHANGELOG.md release entry, and the temporary export filename comment change in requirements/ci/locked.txt are release or housekeeping changes. Issue #760 does not require these changes, and the available change summary shows no coding dependency between them and the planning boundary.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

The root-control check excludes only the Requirements workflow. It does not exclude the authority workflow.

Line 94 rejects inherited proof only when the root changes .github/actions/ or WORKFLOWS[0].path. The root can still modify .github/workflows/trusted-requirements-authority.yml (WORKFLOWS[1].path). The resolver then accepts a successful authority run whose workflow bytes the candidate wrote. This contradicts design.md: "Candidate CI cannot establish its own planning exemption."

Reject any root change to the paths of both authenticated workflows.

Proposed fix
-    if any(change.path.startswith(".github/actions/") or change.path == WORKFLOWS[0].path for change in root_changes):
+    protected_paths = {workflow.path for workflow in WORKFLOWS}
+ if any(change.path.startswith(".github/actions/") or change.path in protected_paths for change in root_changes):
         return False

nold-ai/specfact-cli-modules

  • The companion Requirements workflow still invokes its adapter with only --base-ref "$BASE_REF" and has no PLANNING_BASE_COMMIT handling. Its workflow contract tests assert this invocation shape. If planning-boundary behavior is intended to cover module-repository stacks too, this workflow and its tests need coordinated updates. [::nold-ai/specfact-cli-modules::] .github/workflows/requirements-evidence.yml:72-85, tests/unit/workflows/test_requirements_evidence_workflow.py:45-59
  • The module evidence adapter accepts only --base-ref or --staged and forwards base_ref to the evidence writer; it exposes no planning-base parameter. [::nold-ai/specfact-cli-modules::] scripts/requirements_evidence_gate.py:13-43
  • The module development environment pins specfact-cli==0.55.4, while this PR releases 0.55.7. The module manifests allow the newer core (specfact-requirements >=0.53.1, code-review >=0.55.1), but the exact development pin may need updating if 0.55.7 is the paired validation baseline. [::nold-ai/specfact-cli-modules::] pyproject.toml:21-23, packages/specfact-requirements/module-package.yaml:17

Linked repositories findings

nold-ai/specfact-cli-modules

  • The Requirements workflow invokes the adapter only with --base-ref; no planning-boundary argument is passed. Its workflow contract tests enforce this invocation shape. If module-repository stacks are in scope, both require coordinated updates. [::nold-ai/specfact-cli-modules::] .github/workflows/requirements-evidence.yml:72-85, tests/unit/workflows/test_requirements_evidence_workflow.py:45-59
  • The adapter accepts only mutually exclusive --base-ref/--staged inputs and forwards base_ref; it has no planning_base_commit support. [::nold-ai/specfact-cli-modules::] scripts/requirements_evidence_gate.py:13-43
  • Code Review requires schema-v2 final Requirements proof and computes content_digest over the complete JSON, but projects only fixed provenance fields into RequirementsEvidenceContext. New planning metadata would be integrity-bound but not exposed to Code Review without a model/consumer change. [::nold-ai/specfact-cli-modules::] packages/specfact-code-review/src/specfact_code_review/run/commands.py:990-1017, packages/specfact-code-review/src/specfact_code_review/run/findings.py:536-545
  • The development environment pins specfact-cli==0.55.4; the Requirements module manifest permits core versions >=0.53.1,<1.0.0. The paired development pin may need updating for validation against the PR’s newer core behavior. [::nold-ai/specfact-cli-modules::] pyproject.toml:18-23, packages/specfact-requirements/module-package.yaml:17

🟡 Minor · Reject rename records before planning-base reuse. · requirements_planning_context.py:68-85

scripts/requirements_planning_context.py:68-85
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Reject rename records before planning-base reuse.

--no-renames represents a content-preserving rename as separate deletion and addition records. Both records pass _planning_change when their paths are eligible planning files. The resolver then emits planning_base_commit, so all three workflow stages use the planning-only evidence path instead of the required full-proof path.

Preserve rename records in _git_changes and reject them in _planning_change.

nold-ai/specfact-cli-modules

  • The companion Requirements workflow invokes scripts/requirements_evidence_gate.py with only --base-ref, and does not use the new planning-context resolver or PLANNING_BASE_COMMIT flow (.github/workflows/requirements-evidence.yml:76-85). If this workflow is intended to consume the planning-stack behavior, it will not independently authenticate or select the planning boundary. [::nold-ai/specfact-cli-modules::]
  • The module’s Code Review bridge validates finalized evidence using only schema, execution proof, mapping/plan digests, source ref, and gate decision (packages/specfact-code-review/src/specfact_code_review/run/commands.py:988-1020); it has no planning-base/context field to preserve or validate. [::nold-ai/specfact-cli-modules::]
  • The module environment remains pinned to specfact-cli==0.55.4 (pyproject.toml:22), with capsule fixtures and tests asserting that exact version (tests/support/capsule_review_fixtures.py:101, tests/unit/test_capsule_review_projection.py:27). The PR bumps core to 0.55.7, so any module validation intended to cover the new core behavior needs a coordinated pin/test update. [::nold-ai/specfact-cli-modules::]

The companion workflow’s scope is not established. The comment asks for a scope decision, but the supplied evidence does not show that the planning boundary applies to nold-ai/specfact-cli-modules/.github/workflows/requirements-evidence.yml or that this workflow is one of the three documented consumers.

# Description

Fix native-stack Requirements execution that rejects valid planning
children before reconciliation. Native CI exposes `dev` as the review
base even when the planning parent is newer. Anchor protected proof
ancestry to the immutable review base, and independently require
authenticated planning ancestry to reach the candidate. Validate both
commit identities explicitly.

**Refs** #760

**OpenSpec**:
[fix-native-planning-lineage](https://github.com/nold-ai/specfact-cli/tree/codex/bugfix-native-planning-lineage/openspec/changes/fix-native-planning-lineage).

**Contract References**: Root identity, successful check/run
authentication, protected control-object equality, signatures, member
authority, closed planning scope and complete plan/context equality
remain enforced. No provider pin, maturity rule, required gate or
threshold is changed. The two direct ancestry checks keep distinct
purposes explicit without introducing another helper or bypass path.

## Contract-First Testing Evidence

Protected baseline: `c4ee5be8457f69848bf9bc2150ebc3df56b52d4f` after
#761. Signed spec `6e5c7c6f` precedes signed authored `064040e0` and
signed implementation `208f1a69`.

Owner djm81 accepted exact two-selector mapping
`sha256:8f07b2b300326ff199daed499240b6875d947c6431518ececf52fec3b3a160a0`;
the genuine record is committed. [Native authored
RED](https://github.com/nold-ai/specfact-cli/actions/runs/38297691150),
artifact `11769210296`, has two real failures, zero
errors/skips/findings, gate pass and red maturity. The wrong-job-key
draft fixture is discarded. Workflow implementation follows retained
native RED; test bytes, mapping and acceptance remain unchanged. The
unchanged provenance validator passes for literal final SHA
`208f1a69674031f7be986f2d332571f4b23157ac`.

## How Has This Been Tested?

- Both actual workflow shell/Git controls pass, including
ordinary/non-planning ancestry, valid native ancestry, unrelated trust,
trust newer than review, malformed identity, unrelated planning and
evidence newer than candidate.
- Forty-one focused neighboring security/planning/native-stack/promotion
tests pass in 10.31 seconds.
- Full smart suite: 3,311 passed, 10 skipped, two existing dependency
deprecation warnings, 212.73 seconds. Real JUnit independently has 3,321
cases and zero failures/errors. Console failure/timeout diagnostics are
expected output of passing negative smart-test harness tests. Raw
logs/JUnit are preserved. All 760 tracked verification inputs match
before/after.
- Format, canonical zero-error typing, lint, actual actionlint/workflow
shell lint, contracts, documentation, strict OpenSpec and clean direct
mapping YAML lint pass. Existing 1,522 type warnings and unrelated
repository-wide mapping/archive YAML diagnostics are disclosed.
- Three frozen Python audits, dependency trust, licenses, independent
Semgrep, blocking Bandit, strict four-manifest signatures, lock/export
parity, frozen delivery, version sources and strict PyPI-ahead pass. No
module payload/manifest changes or dependency resolver churn.
- Local SpecFact review has zero new findings. Three unchanged
promotion-fixture naming/structure advisories match independently
measured protected-base analysis and are explicitly retained; the new
authored controls have zero findings.
- `0.55.8` bugfix declarations, root lock version and generated
promotion fixture are synchronized; frozen export payload matches the
parent.

### Test Environment

Dedicated frozen CPython 3.12 worktree and reviewed immutable
module/documentation fixtures. Hosted Python 3.11–3.13 delivery and
independent Requirements consumers remain mandatory on the final signed
head.

## Checklist

- [x] Verified protected baseline, actual native failure and issue
metadata
- [x] Spec → tests → real native RED → implementation → local GREEN
- [x] Exact genuine owner acceptance, signed commits and authorized
verified-head grants
- [x] Full local security, quality, review, signature and release-input
gates
- [x] Final exact-head hosted Requirements, authority, all required CI
and completed external review
- [ ] Separate owner protected integration authorization after all
required checks pass
- [ ] Fresh sequential root/child validation after protected integration

## Quality Gates Status

Current signed head: `208f1a69674031f7be986f2d332571f4b23157ac`. Normal
hooks and exact-SHA retained-proof provenance pass. No fabricated
acceptance, rewritten report, disabled analyzer, relaxed trust boundary
or skipped required gate. All required current-head checks pass. Native
final run 38299339592 reports verified maturity with no findings;
authority run 38299339668 passes. CodeRabbit explicitly covers 208f1a6
and reports no actionable findings. GitHub reports CLEAN/MERGEABLE, with
zero unresolved threads. Mapping/grant approval does not authorize
merging.

## Stack

Unblocks native stack #759: `dev ← #719 security implementation ← #743
workflow planning ← #751 roadmap planning`. Leave all three unmerged.
Protected workflow object equality intentionally blocks stale parent
controls; after reviewed integration, re-author current-base #719 proof
and restack both planning children. Synchronize pending #719 to the next
available patch if this protected `0.55.8` metadata merges. Deferred
module/runtime proposals remain planning.

Rollback retains captured target heads and genuine proof, restores the
coherent workflow/version patch, and uses exact force-with-lease
protection for any branch restoration. Archive completed OpenSpec only
after merge and follow-up validation.

# Description

Module #481 remains In Progress, while paired #483 remains Todo as
checked on 12 October 2026. Preserve the newer proposal already on dev
and defer core runtime adoption until its signed module contract is
implemented.

**Refs** #742

**Contract References**: Planning-only contract research and dependency
reconciliation. No future runtime execution or delivery completion is
claimed.

## Type of Change

- [x] 📚 Documentation update

## Contract-First Testing Evidence

Strict OpenSpec and local planned Requirements validate the proposal.
Existing completed evidence is preserved with its original scope.
Runtime adoption requires its own spec, actual failing-first tests,
implementation and passing exact-head evidence.

## How Has This Been Tested?

Validate source proposals, current repository contents and paired
implementation readiness. Prerequisites
[#761](#761) and
[#767](#767) are merged at
protected dev `c6af68a0`. Signed #743 head `4d1e7429` follows signed
security parent `57f51829`, whose [native
Requirements](https://github.com/nold-ai/specfact-cli/actions/runs/38306990823)
is verified with no findings and whose exact-head authority passes.
Strict selected OpenSpec, documentation validation and
unchanged-provider planned Requirements pass locally: one source,
planned maturity, no findings. Hosted producer/execution/final verdict
must independently authenticate inherited root proof with scoped tokens;
those current-head checks remain pending.

## Checklist

- [x] Verify planning scope and preserve completed work
- [x] Keep deferred runtime tasks unchecked
- [x] Signed branch history and owner-authorized exact-head grants
- [x] Protected prerequisite integration and signed restacking onto the
validated root
- [ ] Final exact-head Requirements, required CI and review closure

## Quality Gates Status

Current signed head: `4d1e7429c2dfb69e9d33a93bf554aed8aae6affd`. Normal
applicable hooks passed and GitHub signature verification precedes the
authorized new djm81 grant. No required execution, signature, authority,
review or security gate is bypassed. Final current-head checks and
review remain required.

## Stack

Native [stack #759](https://github.com/nold-ai/specfact-cli/pull/759):
`dev ← #719 security implementation ← #743 workflow planning ← #751
roadmap planning`. Leave all three stack PRs unmerged for owner review.

The earlier planning consumer ancestry failure is corrected by protected
#767. Current hosted consumers must independently validate that
correction with the fresh root proof; no gate or trust boundary is
weakened.

Independent Code Review correctly rejected the planned receipt as
non-final execution proof (run 38303860784). The reviewed local
protective follow-up preserves full protected-dev review and authentic
finalized root proof; exact acceptance, native proof and protected
integration remain pending. Current inherited review gates stay
enforced; this PR is not yet ready to merge.
