Nothing consumes affected_set.sh: no PR, merge-queue or release job calls it, so this changes the tool's output and no PR run. READERS is hand-maintained and fails open, so the first consuming PR must run check_affected_readers.sh (check and self-test) on its own PR path. Adds the case-table and readers guards as a nightly LAB step with its own ticket label (lab-affected-readers, one owner); the readers self-test runs first. Seat 1 (aprender-w5404, non-author): APPROVE @acb37a6605fce2c1a42eb1088e5990ce479da651 (gate-class tool change, dormant). One commit, EMG-7 GREEN, privacy scan clean. Rebuild of #6086 (seated @47e8f11783): the added-line patches of all 5 files (guards-nightly.yml, affected_set.sh, check_affected_readers.sh, check_affected_set.sh, guards_nightly_manifest.txt) are identical to #6086's. affected_set.sh --self-test 12 rows, check_affected_set.sh and check_affected_readers.sh self-tests and run pass. Mutation results carry over from #6086 (same code; not re-run). Needs 2nd non-author seat + quorum + arbiter sign.

Seat 2 (aprender-w5018, claude-sonnet-5-5, non-author): APPROVE at acb37a6 (#6090, affected-set READERS-only v6, gate-class).
- Rebase of #6086 @47e8f11783: patches for affected_set.sh, check_affected_readers.sh and check_affected_set.sh are byte-identical (hash-compared). The workflow and manifest hunks differ only in position (main moved); the added content is identical.
- 1 commit, 0 merges, one PMAT-Ticket (PMAT-6042) plus PMAT-Batch and Co-Authored-By in the last block. 0 behind main, mergeable_state clean.
- Run in a scratch worktree at this sha: affected_set.sh --self-test ok (12 rows); check_affected_readers.sh --self-test and bare run ok; check_affected_set.sh ok incl. MUTANT rows.
- guard_tree.sh --cargo-only --dry-run: both new check_*.sh print "skipped ... wired-elsewhere guards-nightly.yml", so they stay off the PR path (C324). The tool has no PR/merge-queue/release consumer.
Replaces #6086 (v5 @47e8f11783, CONFLICTING with main so its seats were void; w5032 linear rebuild v6 @acb37a6605, one commit on current main). Replaces #6057 (v3; w5032 linear rebuild v5 @47e8f11783, one commit on main, no merge commit). Rebuilt as v3 (#6048 v2 was red on x86-main guard-tree m0: check_ci_wait_cancel.sh, drift on main). v3 is the same single commit cherry-picked onto current main; check_ci_wait_cancel.sh passes (rc 0) on the rebuilt tree. Replaces #6048.
