Nothing consumes affected_set.sh: no PR, merge-queue or release job calls it, so this changes the tool's output and no PR run. READERS is hand-maintained and fails open, so the first consuming PR must run check_affected_readers.sh (check and self-test) on its own PR path. Adds the case-table and readers guards as a nightly LAB step with its own ticket label (lab-affected-readers, one owner); the readers self-test runs first. Re-seat of #6044. One commit, one parent, one PMAT-Ticket (PMAT-6042) plus PMAT-Batch and Co-Authored-By in one block. Added/removed lines vs #6044 @4d3423dda7 differ only by the new header comment saying the tool is consumed by no gate yet and that its first consumer must also run check_affected_readers.sh on that path. Only guards-nightly.yml references affected_set.sh (LAB). My earlier narrowing review stands: docs/, non-build contracts/, root *.md, .claude/ skip all but READERS + aprender-core; everything else stays ALL.

Seat 1 (aprender-w5404, non-author): APPROVE @bbb56ea518a832b55212478830b2cdac4e3d8f42 — GATE-CLASS (scripts/affected_set.sh narrowing), supersedes #6044. ONE commit (bbb56ea) with exactly one PMAT-Ticket: PMAT-6042; EMG-7 GREEN (0 merges). Delta over the #6044 diff I seated: only 5 comment lines in affected_set.sh stating it is NOT CONSUMED BY ANY GATE and that the first consuming PR must run check_affected_readers.sh (check + self-test) on its own PR path; no code line differs. Re-measured on this head (scratch clone, main 25e4ad2): affected_set.sh --self-test rc 0 (12 rows), check_affected_readers.sh --self-test rc 0, check_affected_readers.sh rc 0, check_affected_set.sh rc 0 incl. MUTANT rows. New nightly step is LAB (own ticket label, never on a PR path). Privacy scan clean. Not measured: the 'ALL 18->14 of 20' figure in the commit body, a consumer PR (none exists). Needs a second non-author seat, planted quorum and arbiter sign.
