Seat 1 (aprender-w5404, non-author): APPROVE @1898305a94a74b54a65f8b07830c9f61a796386a — replaces #5998. Tuner move guard now a guards-nightly LAB step + lab_ticket opener + manifest row; 296/297 and the Cargo.toml dogfood gate are removed, so no new GATE; 295/298 plain tests kept; check_affected_set.sh:67 fixed. p4 GREEN (5 commits, 1 ticket each, 0 merges). Opus A/B/C + Haiku lanes APPROVE on v9 and Opus + Haiku on the v10 delta (non-author). Minor: --owner aprender-w5018 session name in guards-nightly.yml, same as existing lines.
