Supersedes #6002 (v10), #5998 (v9: check_tuner_test_move on full tier/release was a new gate; fragments 296/297 + dogfood moved to nightly LAB), #5989 (v8), #5949 (v5) and v7. Fixes w5404's v5 blockers 1 and 2 (affected_set merged semantically; parity LAB step has id, if: !cancelled() and a lab_ticket opener). Open: blocker 3, whether check_tuner_test_move is GATE or LAB (it runs via explicit-test-commands, so GATE by wiring), which needs a quorum call. Not armed.
