The documentation site has no dedicated Specs navigation group.
Closes #41
Solution
Add a Specs sidebar group and landing page covering feature and migration specs. Group existing AI Capability Specs and Spec Amendment pages there without changing their routes. Link authoritative template sources rather than duplicating them.
