Update the example site to mod-docs v1.16.4.
Version v1.16.3 introduced a contact-form documentation link to
/docs/advanced-settings/server-headers/, a page not included in the reusable docs module. Hugo failed link validation in the example-site builds and Netlify preview.The upstream correction in gethinode/mod-docs#165 is merged and published as v1.16.4. It links to the published server-headers guide. This PR uses that release and refreshes the module checksums.
