Eclipse: Require reviewed PRs and passing CI before merge #78

Goal

Ensure changes to the Eclipse plugin are reviewed and validated before they
reach master.

Sub-issue of #55. The Eclipse code lives in
TestSmells/TestSmellDetectorPlugin2026, whose default branch is master,
so the branch protection in #55 has to be applied to that repository
separately from TestSmells/VSCode-Plugin.

Acceptance Criteria

• A pull request template requires a linked issue and a testing note.
• The template sets the expectation that a revert explains itself and links a follow-up issue.
• Eclipse CI runs on pull requests, not only on pushes, and is demonstrated on a real pull request.
• master requires at least one non-author approval before merge
• Eclipse CI is configured as a required status check before merge
