fix(onboarding): allow local builds without auth to record - #1179
When Recordly is run from source without VITE_SUPABASE_URL and VITE_SUPABASE_PUBLISHABLE_KEY, cloud auth is unavailable (recordlyAuthConfigured === false). In that state:
onboarding auto-opened because user is always null,
the modal was non-dismissible (requiresSignIn was based only on !user),
the controller ignored close requests without a user,
clicking Pick screen re-triggered the same modal through the session check in preparePermissions.
That made local builds unusable for recording, even though the UI states that cloud sign-in is unavailable and local saving/recording is supported.
This change makes all of those gates conditional on Recordly Auth actually being configured. Configured builds keep the existing mandatory sign-in flow.
Changes
OnboardingController: do not auto-open onboarding when auth is unconfigured; allow closing and finishing without a user in that mode.
RecordlySignInDialog: only require sign-in when auth is configured; make the permissions stage available without a user in unconfigured builds, including the page dots and the "Start recording" finish action.
useScreenRecorder: only require a Recordly session before checking OS permissions when auth is configured. Unconfigured builds proceed directly to the macOS screen/accessibility checks or the source picker.

Testing Guide
Run without Supabase env vars:
RECORDLY_DEV_OPEN_RECORDING_INPUT=/path/to/video.mp4 npm run dev
Confirm the editor opens without the "Welcome to Recordly" sign-in modal.
Click Pick screen in the HUD.
With permissions granted: the source picker opens.
Without permissions: the "Allow Recordly to record" permissions screen opens instead of sign-in.
Grant permissions, click Start recording, and confirm the dialog closes and the HUD is shown.
Verified with a temporary Playwright run against a Vite server started without Supabase env vars: the permission request opened the permissions stage, "Sign in to Recordly to start recording" was absent, and clicking "Start recording" closed the dialog and opened the HUD.
npx tsc --noEmit and Biome lint pass.

Bug Fixes
Onboarding can now be completed without signing in when authentication is unavailable. When authentication is configured, signing in is still required.
Recording permissions can be accessed without an authentication session when authentication is unavailable. When authentication is configured but no session is found, permission setup is shown.
Onboarding permissions can be viewed and completed by signed-in users or when authentication is unavailable.
Local builds without Supabase credentials cannot sign in, so onboarding previously blocked the editor and the Pick screen action. Skip the auth gate when Recordly Auth is unconfigured, let the onboarding permissions stage run without a signed-in user, and keep the modal dismissible. Configured builds keep the existing sign-in and permission flow.

Walkthrough
Onboarding and recording permission flows now account for whether Recordly Auth is configured. When authentication is unconfigured, these flows can proceed without a signed-in user or Recordly session.
When authentication is unconfigured, onboarding can close and finish without a signed-in user. The effect also reruns when authentication configuration changes.
The recorder checks for a Recordly session only when authentication is configured. If the check fails or rejects, it shows recording permissions and returns false.
The optional-auth onboarding and recording paths have no actionable merge-blocking risk.

Provide a Continue action without auth.
When an unconfigured-auth user returns from permissions, the account stage has no Continue button because the footer requires user. The navigation dots remain available, but they are not an equivalent Continue action.

Addresses CodeRabbit review on webadderallorg#1179: returning to the account stage from permissions left no Continue action because the footer required a user. Unconfigured builds now keep the Continue button, while configured builds still require sign-in.
