Add en-FM (Federated States of Micronesia) mobile validation for isMobilePhone.

Country code +691, 7-digit NSN. Accepts optional +691/691 plus national numbers in the 92x–97x mobile/shared ranges (ITU TRA numbering plan).

The Node 24 build was failing because my earlier edits corrupted test/validators.test.js: the first import line was truncated, a quote went missing in the isEmail list, and the en-FM object was not closed before en-GB. fbdf929 fixes that. The diff against master is now only the new en-FM regex, its tests, and the README locale list. Locally, npm run build, npm run lint and the validators test suite (252 passing) succeed.
