Fixes PM-6410.
Active challenges with no open phase now display Scheduled before registration starts and Stalled afterwards. Explicit lifecycle statuses remain supported, and these fallback states do not display misleading phase progress.
QA's example remained blank because stalled challenges can be returned as
ACTIVE; the previous change only recognizedSTALLED.Validation:
