fix(tcloud): support Sandbox 0.59 consumers

Change

• Release @tangle-network/tcloud 0.8.1 with a tested Sandbox dependency window through 0.59.
• Resolve Sandbox 0.59.0 in the development lockfile. This lets consumers of agent-knowledge and Runtime install one Sandbox version.

Verification

• Frozen workspace install, tcloud build, 297 unit tests, and 8 dependency-range script tests passed.
• Packed 0.8.1 into two fresh strict-peer consumers pinned to Sandbox 0.58.4 and 0.59.0. Both resolved exactly one Sandbox path and imported the tcloud and Sandbox exports without network calls.
• git merge-tree --write-tree origin/main HEAD passed.

No live provider or Sandbox request ran.
