L08-03 — Select and pin providers behind the one-request port #63
Compare small local evaluators against the #62 rules on a preregistered, rights-cleared corpus, each serving the one-request operation-plus-target port from #61. The provider port is replaceable, as jev's TypeSafe and OpenAI-compatible helpers are. The default path is a local, out-of-process worker behind a versioned protocol, supervised like other L05 workers.
Parent and boundary
Parent: #9. Owner: proposed Decision module. This issue owns one bounded slice of Bounded Decision Worker; consume accepted upstream contracts and keep PDF/verdict/publication authority with Core.
Acceptance
Each candidate records its weights/license/runtime hash, target-device latency per decision (one round trip), memory, input/output token counts, and measured incremental value over rules per task.
Measurement follows jev's discipline: matched alternating runs, per-run source hashes, every attempt and failure retained, and the timing boundary stated.
Failure case: a jev-* label, schema-compliant output, or a synthetic-only score cannot justify admission. A provider that needs more than one round trip per decision must justify the extra latency in the report.
Required proof
Held-out rules-vs-model report with calibration, a latency/token packet, and a license packet. Record the exact source SHA, test command or hosted run, fixture/artifact identity, and any skipped or unavailable lane. Run the repository's mapped proof and check-change gate for a PR.
Handoff
Record changed files, observed result, remaining risk, and a 1–3 sentence anti-slop review. Completion means acceptance evidence, not merely a merged implementation.
