L06-02 — Version capability handshake and no-worker D0 #48

Outcome

Define local worker capabilities, deadlines, model/policy hashes, geometry identity, and abstention/health states.

Parent and boundary

Parent: #7. Owner: Medic worker and Loop add-bleed adapter. This issue owns one bounded slice of Medic Specialist; consume accepted upstream contracts and keep PDF/verdict/publication authority with Core.

Acceptance

• Missing, unhealthy, timed-out, or unsupported Medic returns the existing D0 path without altering Core semantics.
• Failure case: No Python/GPU dependency leaks into basic Loop installation or D0.

Required proof

Worker absent/crash/version-skew integration tests. Record the exact source SHA, test command or hosted run, fixture/artifact identity, and any skipped or unavailable lane. Run the repository's mapped proof and check-change gate for a PR.

Handoff

Record changed files, observed result, remaining risk, and a 1–3 sentence anti-slop review. Completion means acceptance evidence, not merely a merged implementation.
