Freeze the cross-module source and disposition register #209

Outcome

One reviewed source register maps the approved roadmap's inherited GitHub and Notion inputs to current Loop outcomes, explicit deferrals, or recorded unavailable evidence. It makes planned-but-unfiled work discoverable without copying legacy status or creating replacement implementations.

This is the cross-module index required by roadmap §6.1. Reuse #15's Evidence Core inventory, #47's Medic reconciliation, and #141's expansion decisions. #111 owns recovery and repair of legacy references; #112 owns identity; #207 owns milestone-sync reconciliation. This issue does not repeat those implementations or reopen L01.

Grounding

• Approved master roadmap §6.1 requires a frozen base SHA and a disposition for each inherited issue/Notion specification: already proven, partially present, gap, duplicate, obsolete, or deferred.
• Evidence Core inventory supplies the L01 source-to-contract matrix, not a program-wide register.
• Legacy provenance identifies recovery sources and preflight tracker mappings, but does not classify the remaining module intake.
• The 167-issue census on 2026-10-04 contains module execution slices and narrow reconciliation tickets, but no issue explicitly owns completion of this cross-module index.
• The roadmap-linked Notion Issues database (3c89cb079ddb8026b704e72ac9bec3ec) currently fetches as deleted. Treat that as a source-availability limitation, not evidence that the legacy work was completed or lost permanently.

Acceptance

• Inventory the roadmap's named intake for L01-L12, subsequent L13/L14 sources, R00, and conditional X00; use source-qualified identities and a pinned source/review SHA.
• Every row names its recoverable source or unavailable-source reason, current owner, disposition, existing issue/PR if any, code/test/contract evidence, and next action. Distinguish implementation, runtime proof, independent proof, and release admission.
• Evidence Core, Medic, and expansion rows link their existing owning records; preserve the reviewed P3 preflight and PDFFunction resource-contract deferrals.
• A demonstrated gap without an owner receives one bounded issue under the owning module. Already-owned outcomes link the existing issue and active PR. A missing source stays unknown; it cannot justify an invented implementation.
• Keep the register/index location explicit and link it from G00; record any Notion recovery requirement under G00-01 — Re-home legacy issue provenance after the repository rename #111.
• Failure case: an old closed status, an unavailable spec, or a green unrelated PR cannot be classified as current exact-SHA proof.

Required proof

Reviewed coverage matrix against the roadmap's named sources and live issue/PR inventory; verify every new mapping and native attachment by read-back. A repository documentation PR requires the normal mapped proof/check-change gate and one internal fragment. No product implementation or release claim is required for this tracking issue.

Record source/register location, reviewed SHA, mapped and unavailable sources, newly filed issues, and remaining deferrals. Include a 1-3 sentence quality summary.

G00 implementation record, 2026-10-10

PR #262 publishes the source/register location at reviewed base 9fea0095221911fa81dcfa816a49d090995bddbd. It covers L01-L14, R00, X00, named Notion sources, native children, and existing PR provenance. The archived Issues view returns zero rows; individual legacy specifications stay unknown. Existing #15, #47, #141 and module owners are reused; P3 and PDFFunction deferrals remain explicit. No unowned implementation gap or new issue was invented.

Implementation head: 78f9c0bce909bca7f95cc5b6c701043e61332087. The required check-change gate passed using the existing build with identical plugin ABI inputs. 117 Python cases and the mapped ABI test passed; one optional PdfTool runtime case skipped. Hosted CodeQL checks passed at this head; the native CI build is still running. Full package qualification remains pending. This record does not grant release admission.
