Juiced limits each account to two Sandboxes, so authentication, session listing, Git preparation and file inspection can queue behind interactive sessions. Project explicit null Sandbox, vCPU and memory limits while retaining finite Workspace/storage limits, subscription expiry, suspension and host admission.

Version the entitlement projection so existing installations receive the new policy within their current billing period. Bootstrap and release promotion queue policy-only repairs without first making ready installations unavailable; the canary uses the same unlimited policy.

Prepare Juiced 0.3.4 with the published SDK 1.7.0 dependency in both manifests and the lockfile. Platform #398 and SDK #66 are merged; SDK 1.7.0 publication passed its native, package and example qualification. Registry installs retain --ignore-scripts and the release packager's Git dependency guard.

Validation: clean registry install, CLI/service TypeScript checks, 308 CLI tests, 65 PostgreSQL service tests, 13 release-tooling tests, runtime build and public package smoke installation. Integration coverage verifies policy replacement and enforcement within the current period, idempotent promotion, finite storage limits and suspension.

Ready installations stay ready while a new policy awaits enforcement.
Promotion queues policy-only repairs keyed by target epoch, spaced one
second apart, without marking them as upgrades. The epoch suffix and
account limits live in resource-policy.ts, and the policy version is
derived from those limits. Release builds keep --ignore-scripts, since
build-release refuses the Git SDK pin anyway.
