Description
This PR fixes the Test Report check failing on any PR that doesn't change a plugin (for example #17, which only updated the README). When no plugin changes, no tests run, so Test Report has no results and fails.
I've added
fail-on-empty: falseto.github/workflows/test-report.ymlso the check passes when there are no test results.Moved from #18, which was opened from my fork.
