missing test suite in gem on rubygems

This is related to the intent to provide uri as package to Debian, ruby-uri,
see here.

During a local test to package uri with gem2deb as ruby-uri, I noticed
the current upload to rubygems apparently does not include a test suite. See
the attached log below. While not mandatory, I would like to ask if it would
be possible for you to include it in your uploads to rubygems; this especially
takes into account a recent issue discussed here about Debian / Ubuntu.

This provision however could be of potential benefit to everyone packaging uri
regardless of the underlying (Linux) distribution.
