Adds a Minimum versions section to the Databases page: MariaDB 10.11+ or MySQL 8.0.17+.
Companion to rommapp/romm#4793, which drops the pre-10.9 MariaDB fallback for
JSON_OVERLAPSand makesalembic/env.pyrefuse to migrate on an older server. Its error message links to this page, so the minimums need to be stated here. Merge this when that PR ships in a release.MySQL 8.0.17 is the first MySQL with
