Summary

  • Adds LICENSE at the repository root and a short License section to the README.
  • Why: GitHub detects only a top-level license file, so the repository page shows no license even though every plugin package has shipped an Apache-2.0 LICENSE since v0.2.13. Plugin directory reviewers and users see that page first.
  • Part of REL-1000.

Behavior changes

  • The repository page and sidebar will show Apache-2.0 instead of no license.
  • The README ends with the copyright line ("Copyright 2026 RELAI Inc."). It also says the license covers this repository's files, not the RELAI CLI or RELAI's service, and grants no rights to the RELAI name or trademarks. This matches the packaged plugin README.
  • No generated file changes. Plugin packages, catalogs, provenance.json, and the OpenAI archive are untouched.

Implementation

  • LICENSE is byte-identical to plugins/claude/relai/LICENSE, the verbatim Apache-2.0 text from apache.org (SHA-256 cfc7749b…23d30).
  • Releases are safe: the RELAI CLI's publication step (prepare_plugin_publication.py) deletes and rewrites only the generated paths, and it refuses a release that changes any other path. The root LICENSE and README stay as they are across releases.

Verification

  • python3 scripts/validate_release.py --root .: passes for v0.2.13.
  • python3 -m unittest discover -s tests: 4 passed.
  • gh skill publish copilot --dry-run: passes. It warns recommended field missing: license for each of the 9 Copilot skills. That warning predates this PR and comes from the generated skill frontmatter, so the fix belongs in the RELAI CLI release (REL-1002), not here.
  • Not checked until merge: GitHub showing the license on the repository page.

Review / rollout

Triage: routine. The company already approved Apache-2.0, and this PR copies the same license file the packages already ship. It doesn't change any generated files.

🤖 Generated with Claude Code

GitHub reads only a top-level license file, so the repository page showed
no license even though every plugin package ships one. The root copy is
byte-identical to the packaged LICENSE, and the README gains a License
section. Releases replace only generated paths, so they keep both files.
