feat: proxy the feedback command to the Restless CLI - #1232

Add `feedback` to `RESTLESS_COMMANDS` so `npx api feedback <request-id>` is dispatched to `restless`, the same way `debug` already is. The command itself lands in restlesshq/onboarding#58 (RES-15). Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

We added a feedback command in restless to make it easy for agents to submit feedback automatically. Before this was only surfaced in the mcp server, but we are adding it to the cli and surfacing it via a response header (just like the x-api-debug one we already had). This just makes the api module forward
