Record the verified publication of Python 2.1.0 on PyPI, while explicitly keeping the R 4.1.0 CRAN submission marked as pending. Include the earlier bandwidth-standardization and scale-stability changes that are also part of this Python release.
The PyPI wheel and source archive checksums were verified, all eight Python source files in the wheel matched commit
4322d4f, and all 71 Python regression tests passed against the downloaded wheel. This change only updates the changelog.
