Price implementation work at $400 per agent-hour

The public Hire page and scan-based implementation quotes now use $400 per agent-hour. Rendered quote units identify agent time. Existing hour estimates and the 120-hour scoping threshold are preserved, with the maximum quoted amount adjusting to $48,000.

Validation: all 21 quote tests pass, including totals, half-hour rounding and scoping cap.
