Bumps the version to 0.7.14 in package.json, src-tauri/Cargo.toml, src-tauri/Cargo.lock and src-tauri/tauri.conf.json, and adds the v0.7.14 CHANGELOG section that becomes the release body.

0.7.14 ships #47 (the update-ready notification plays the alert sound), #48 (the one-time GitHub star card, the in-app FAQ behind Help, Escape left to an open panel dialog) and #49 (the usage spent while the panel was closed blinks hatched, then the bar fills over it).
