What changed in this PR
Adds spo report siteversionstorageusage status get to CLI for Microsoft 365, addressing #7642 by retrieving the progress of a SharePoint version storage usage report.
Changes:
- Implements the command with required options, URL validation, and parsed status output.
- Adds unit tests for validation, successful retrieval, and API error handling.
- Adds command documentation, navigation, and supporting API and lint configuration.
