Adds the
pixelvault-accountskill: check quota/usage before bulk uploads, list/create/rotate/revoke API keys viapixelvault usageandpixelvault keys list|create|revoke(those commands do not exist on npm before CLI 0.6.0), with raw HTTP equivalents.Covers the rotation procedure, secret-only / self-revoke / 25-key / 20-per-hour limits, and the rule that the raw key is shown once and must never be echoed, logged, or committed.
Also: README skills table entry; plugin.json and marketplace.json bumped 1.3.0 -> 1.4.0.
