ci: restrict publishing permissions and manual media dispatch - #3198
Limit this change to publishing workflow permissions and authorized manual media publishing:
Set dispatch.yml to permissions: {} because its cross-repository dispatch uses the existing PAT and does not require GITHUB_TOKEN permissions.
Retain the existing permissions: contents: read in media.yml, which is needed by checkout.
Restrict manual media dispatches to lilin90 and qiancai. Check both github.actor and github.triggering_actor in upload and CDN refresh so manual re-runs cannot bypass the allowlist when only the failed CDN job is re-run.
Preserve existing push triggers and automatic publishing behavior.
Separate repository setting required: Restrict creation of branches matching release-* to trusted maintainers (lilin90 and qiancai). This is a GitHub branch protection/ruleset setting and cannot be enforced by workflow YAML. The setting has not been changed by this PR; inspection found no ruleset covering arbitrary new release-* names.
permissions limits only GITHUB_TOKEN, not the existing PAT or cloud credentials. This is scoped hardening of the reported triggers and manual publishing path, not a claim that repository writers can no longer access repository-level secrets through other workflows.
Tightened access controls for automated media uploads and CDN refreshes. These tasks now run only for pushes or manual runs initiated by authorized actors.
No actionable comments were generated in the recent review.
Walkthrough
The dispatch workflow sets empty permissions and quotes the output path. The media upload and CDN refresh jobs restrict manual dispatches to two listed actors.
The workflow sets an empty permissions map and quotes $GITHUB_OUTPUT when appending the extracted commit prefix.
Media publishing job conditions .github/workflows/media.yml
The upload and cdn-refresh jobs allow pushes and restrict manual dispatches based on both github.actor and github.triggering_actor. A comment notes that a failed-job rerun may reuse a successful upload without rechecking it.
pingcap/docs-tidb-operator#3196: This PR changes permissions and checkout credentials in the media workflow, which is also updated here.

Assert that cdn-refresh has no status-check override.
test_all_credential_consumers_use_environments checks only that cdn-refresh needs upload. No test reads its if key. An if: always() would pass every test, and the CDN purge would then run after upload is skipped.
A job condition without a status-check function keeps the implicit success() gate, so the job still skips when upload is skipped. The assertion below rejects status-check functions only. Actor or other conditions on cdn-refresh remain allowed.

Review comment at @scripts/test-publish-workflows.py at line 57:
Update the test containing the `cdn-refresh` needs assertion to also reject
status-check function calls in that job’s `if` condition. Keep other condition
expressions allowed, and treat a missing `if` key as acceptable.
Assert that publishing jobs declare no job-level permissions.
test_minimal_token_permissions checks only the workflow-level permissions keys. It does not read any job's permissions. A job that adds permissions: write-all would pass this test. The current jobs declare no job-level permissions, so this assertion would guard against a future override.

Update test_minimal_token_permissions to also verify that neither workflow
defines job-level permissions: iterate through each workflow’s jobs and assert
each job omits the permissions key, while preserving the existing workflow-level
assertions.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The environment declarations rely on externally configured protections and secret migration. If that counterpart is incomplete, naming docs-publish and production-media does not establish the publishing credential boundary.
A repository writer may still obtain publishing credentials through a modified or additional workflow.
This can occur when: The workflows become active while an environment lacks required reviewers or exact branch restrictions, or publishing credentials remain available at repository or organization scope.
