…387) python-test.yml: skip changes, fingerprint-canonical, release-rules, description-renderer and release-ready-replay on drafts; trigger ready_for_review. Keep authz, release/ready, all runner and timeout declarations, and existing PR-only concurrency unchanged. tests/test_release_workflows.py: update the existing trigger and job-condition pins.

LB-387 CI quick win: suite jobs skip on draft PRs (
