CR-197 (owner: 「整個開發節奏也被拖累」), CI quick win. Concurrency per PR: a new push cancels the superseded PR run; cancel-in-progress only for the pull_request event, so main, tags, dispatch and release runs are never cancelled. No check removed. release/publish/promote workflows untouched (git diff --stat on release*/publish*/promote* = empty). Audit, expression proofs and the proof runbook: CORE-TOP lane report.

codegen-oss: .github/workflows/gate.yml + test.yml (the docs-only gate already existed).

…kflows

gate.yml grouped by pull request number or ref with cancel-in-progress true for every event, so a newer scheduled, dispatched or main run cancelled an older one; test.yml grouped by commit sha with cancel-in-progress true. Both now use one group per pull request (gate.yml: pull_request_target) and the run id for every other event, and cancel only for the pull-request event. The docs-only preflight, the differential and pytest jobs, the gate status job, permissions, runners and every pin are unchanged.

Superseded by #225 (same two workflow files, PR-only concurrency, plus tests pinning the blocks). Closed by L6 per CORE-TOP's proposal.
