Third-party and private extensions can be added through a static-php-cli registry: document SPC_REGISTRIES and allow selecting the spc binary with SPC, since registry support requires a recent static-php-cli.

Closing: static-php-cli already reads these settings from the environment (SPC_REGISTRIES, and SPC_CMD_VAR_FRANKENPHP_GO_* since crazywhalecc/static-php-cli#1269), and build-static.sh reuses dist/spc, so this isn't needed. |

Third-party and private extensions, including ones shipped as prebuilt archives, can be added to static builds through a static-php-cli external registry.
