Fixes #10570.

The OpenAI LLM provider now adapts to OpenAI-compatible servers and reasoning models:

  • Adaptive token parameter: requests are sent with max_completion_tokens; if the server rejects it as an unsupported parameter, the client falls back to the legacy max_tokens and remembers the choice per (base URL, model) in a module-level cache, so new client instances for the same server and model use the working parameter immediately.
  • No Responses API rerouting on custom hosts: _should_use_responses_api now only applies to the official OpenAI API host. OpenAI-compatible servers (LiteLLM, LM Studio, GLM/Z.ai, etc.) have no /responses endpoint, so requests are no longer redirected there on error.
  • Reasoning models: when a reasoning model exhausts its output budget on internal reasoning (empty content, finish_reason: 'length', reasoning_content present), a distinct error is raised and chat() retries once with a tripled token budget, with a clear message if the budget is still exhausted.
  • Hostname comparison in is_available(): the default-endpoint check now compares URL hostnames instead of using startswith, so lookalike hosts (e.g. api.openai.com.evil.example) are treated as custom providers.
  • Docs: ai_tools.rst mentions GLM (Z.ai) as an example provider, notes the adaptive token parameter, and references the ALLOWED_LLM_API_URLS setting.

Tests: five new scenario tests in web/pgadmin/llm/tests/test_openai_stream.py (OpenAICompatibleServerTestCase) cover the token-parameter fallback, its caching across client instances, the custom-host no-reroute behaviour, the reasoning-budget retry, and the hostname check.

This change was developed with AI assistance.

Summary by CodeRabbit

  • New Features
    • Added GLM (Z.ai) to the OpenAI provider examples. Providers that require max_tokens instead of max_completion_tokens are supported, with the choice remembered for each server and model.
    • Requests that exhaust their reasoning token budget can retry once with a larger budget.
  • Bug Fixes
    • Automatic fallback to the Responses API is limited to the official OpenAI host; custom endpoints remain on Chat Completions.
    • Provider error codes and parameter details are preserved.
  • Documentation
    • Clarified how ALLOWED_LLM_API_URLS controls which custom API URLs are allowed.

Walkthrough

The OpenAI provider adapts Chat Completions token parameters for compatible servers, limits Responses API fallback to the official OpenAI host, and retries selected reasoning-budget errors. Documentation adds GLM (Z.ai) and describes custom API URL restrictions.

OpenAI Provider Adaptation

Layer / File(s) Summary
Host identification and endpoint routing
web/pgadmin/llm/providers/openai.py, docs/en_US/ai_tools.rst, web/pgadmin/llm/tests/test_openai_stream.py
The provider compares parsed hostnames to identify the official OpenAI host. It limits Responses API fallback to that host. Documentation lists GLM (Z.ai) and describes the ALLOWED_LLM_API_URLS restriction. Tests cover custom-host routing and hostname identification.
Token parameter adaptation and error handling
web/pgadmin/llm/providers/openai.py, web/pgadmin/llm/tests/test_openai_stream.py
Chat Completions requests use a cached token parameter for each base-URL/model pair. If max_completion_tokens is unsupported, the client retries with max_tokens. Streaming requests use the same fallback. HTTP errors retain structured provider details. Tests cover fallback, cache reuse, and error-body handling.
Reasoning-budget detection and retry
web/pgadmin/llm/providers/openai.py, web/pgadmin/llm/tests/test_openai_stream.py
An empty, token-limited response with reasoning content or positive reasoning-token usage triggers one retry with three times the requested token limit. Tests check the retry and the reasoning_budget error after a second exhausted response.

Full details: Title check

Explanation

The title clearly summarizes the main changes: adapting the OpenAI provider for OpenAI-compatible servers and reasoning models. The issue number adds useful tracking context without making the title vague.

Full details: Linked Issues check

Explanation

Issue #10570 still has unmet requirements. openai.py sends max_completion_tokens first, while the issue requires max_tokens first and a switch only after a structured unsupported-parameter error. _should_use_responses_api() still uses message substrings and does not require the specified status, parameter, and message fields. The cache stores only the token parameter; it does not retain Responses API or reasoning state. The provider retries reasoning exhaustion, but it does not persist the learned reasoning state for later requests. The implementation compares urlparse(...).netloc, not URL hostnames. preferences.rst does not add GLM (Z.ai) or the administrator guidance for ALLOWED_LLM_API_URLS.

Resolution

Change the initial token parameter and fallback to match issue #10570, using the required structured error fields and bounded per-call adjustments. Use the required structured error criteria for Responses API routing and cache learned routing and reasoning state by base URL and model. Compare parsed hostnames. Add the missing GLM (Z.ai) and ALLOWED_LLM_API_URLS documentation in preferences.rst. Add or update tests for these requirements, including persistent reasoning behavior.

Remove the _reasoning_retried flag from kwargs.

kwargs is not passed to _chat_completions, so the flag has no effect on provider behavior. The retry is bounded only by the flag itself. This works, but the control flow is hard to follow. Use a private helper or a loop with an explicit attempt count instead.

Preserve structured token-parameter errors.

_make_request() keeps only error.message and the HTTP status. A JSON response with a generic message and error.param == "max_completion_tokens" therefore loses the parameter and unsupported-error indicator. _is_unsupported_token_param_error() returns false, so chat() and chat_stream() do not retry with max_tokens.

Preserve error.param and the structured unsupported-parameter code or type. Require that unsupported indication together with param == "max_completion_tokens". Keep the existing non-JSON error handling unchanged.

The current scenario does not cover a second reasoning-budget exhaustion. It returns ok_response('done') on the retry, so it would not detect removal of the retry guard or incorrect handling of the final exhausted response. A focused assertion for a second empty response with finish_reason: 'length' and reasoning_content would provide material, nonduplicative coverage.

Detect reasoning exhaustion from usage details.

If an empty Chat Completions response ends with finish_reason='length' and reports positive usage.completion_tokens_details.reasoning_tokens but omits message.reasoning_content, this condition is false. _parse_response raises the ordinary max_tokens error, so chat() does not perform its budget retry. Check reasoning-token usage as well as reasoning_content, and cover that response shape in the retry test. OpenAI documents reasoning tokens in the usage details. (platform.openai.com)

Compare hostnames, not netloc values.

If api_url is https://api.openai.com:443/v1, _is_default_host returns False because the explicit port changes netloc. The client then treats the official endpoint as a custom host: is_available() accepts a missing API key, and Responses API fallback is disabled. Compare parsed .hostname values instead.

Detect reasoning exhaustion from usage details.

If an OpenAI reasoning model returns empty content with finish_reason='length' and positive usage.completion_tokens_details.reasoning_tokens, this condition skips the tripled-budget retry and raises the ordinary max_tokens error. OpenAI documents reasoning-token counts in usage; those tokens need not appear as message.reasoning_content. Check either signal before selecting the error. (developers.openai.com)

Apply the reasoning-budget retry to streaming responses.

If a streaming response ends with finish_reason='length', reports reasoning tokens, and yields no content or tool calls, this path raises No response content returned from API. chat_stream() cannot make the new budget retry or report reasoning_budget. 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Compare hostnames instead of URL authorities.

With api_url='https://api.openai.com:443/v1', .netloc includes :443, so _is_default_host returns False. A client without a key then reports available, and a model that requires the Responses API cannot reroute. Compare .hostname; validate the scheme and port separately if those must also match. Review comment at @web/pgadmin/llm/providers/openai.py around lines 99 - 100:
Update _is_default_host to compare the parsed URLs’ hostnames rather than their
netloc values, so an explicit default port such as :443 still matches
api.openai.com and preserves the expected availability and Responses API
rerouting behavior.
