The pre-commit run on 9cdc92b failed because the oxipng hook rewrote two newly added images. This runs oxipng v10.2.1 (the version CI installs) with the hook's flags. The files shrink from 144 KiB to 113 KiB with no loss in quality.

  • images/mouse_reach.png: 80.6 KB → 66.4 KB
  • images/retina_schematic.png: 66.7 KB → 48.9 KB

On this PR, site-health then failed on four external publisher links in publications.html. Two ccneuro.org proceedings PDFs returned 500s, and two iopscience.iop.org links ended in rejected 302 redirects. A rerun gave the same result, but yesterday's scheduled run had passed. Following the existing convention in lychee.toml, both hosts are now excluded with a comment. This change is a separate commit, so it's easy to drop.

oxipng (--opt 4 --strip safe, v10.2.1 as in CI) had not been run on
mouse_reach.png and retina_schematic.png added in 9cdc92b.

Both started failing site-health on PR #63 (500s from ccneuro.org,
rejected 302 redirects from iopscience) while loading fine in a browser;
the scheduled run passed the day before.

Publication links are regenerated weekly from Google Scholar and point
at hundreds of publisher hosts that fail transiently (5xx, redirect
loops) far more often than links actually rot. Check publications.html
in a separate lychee step with fail: false, surfacing failures as a
workflow warning and a sticky PR comment instead of a red build.

This replaces the per-host ccneuro.org/iopscience exclusions from the
previous commit, so those links are still reported. The workflow file is
also added to site-health's path filter so edits to it get validated.
