Add ELK4N4 to fulfillment-wg team

Add ELK4N4 to the fulfillment-wg team to grant write access to the osac repository.

Currently, ELK4N4 is an org member and part of the observability-wg team, but observability-wg has no repository permissions configured. This prevents ELK4N4 from triggering CI retests on PRs in the osac repo.

Adding them to fulfillment-wg provides push access to the osac repo.
