Summary

This replaces the fulfillment-wg catch-all and the mixed-purpose wg-infra / infrastructure teams with teams built from the SVGN engineering roster. Access is now assigned by role. Names were mapped to logins from org members' GitHub display names. Product managers are not added; none of them are org members today.

Teams

Team Access
wg-bmaas, wg-caas, wg-vmaas, wg-maas, wg-enclave, wg-connectivity, wg-core, wg-metering, wg-ui, wg-e2e, wg-soln-eng, wg-qe, wg-architecture, wg-storage (renamed from wg-osac-storage), wg-infra push on the 19 repos fulfillment-wg had (contributor = true in teams.csv). wg-infra also has push on osac-ci for its CODEOWNERS entry
contributors same push, for the 18 fulfillment-wg members outside the working groups (including openshift-ci-robot, openshift-merge-robot, osac-dev-bot)
architects, wg-leads same push (role groupings)
managers what wg-infra had: admin on github-config, osac, osac-test-infra, osac-ci, cluster-tool and the archived repos; ruleset bypass; push_allowances; runner-manager org role
ci-duty what infrastructure had: push and bypass on osac and osac-test-infra, plus the CI/CD admin org role

Removed: infrastructure, and wg-osac-storage (recreated as wg-storage with the same members).

fulfillment-wg is kept, with no repository access (contributor = false, members unchanged). The hypershift1 cluster in osac-project/managed-cluster-config restricts its GitHub OAuth login to this team and maps it to cluster RBAC, ArgoCD admin and a Vault policy. It can be deleted once that repo is migrated or the cluster is confirmed gone. The org-admins, all-members, documentation-wg, observability-wg and personas-wg teams are unchanged.

Implementation

  • New contributor_teams module input. The collaborators team block merges it (push) with teams, and an explicit teams entry overrides it.
  • local.contributor_teams iterates github_team.all, and the new teams are referenced as github_team.all["…"]. That way repositories, rulesets and push allowances wait for the teams to be created in the same apply.
  • github_repository_collaborators builds its removal list from GitHub's live team list, so deleting infrastructure (and dropping fulfillment-wg from the repos) in the same apply doesn't cause 404s.

Effect on people (computed from the saved plan plus live team membership)

No one who isn't an org owner drops below push on a repo where they had push.

Reduced (admin → push, and bypass removed except on osac and osac-test-infra):

  • omer-vishlitzky (now wg-metering + ci-duty), rccrdpccl, akshaynadkarni, rgolangh (ci-duty + their working groups).
  • CrystalChun, ItzikEzra-rh (they were added to wg-infra by hand).
  • osac-ci-bot (stays in wg-infra, now push).
  • On osac-ci, omer-vishlitzky, rccrdpccl, akshaynadkarni and rgolangh go from admin to the all-members default (triage). They can still open PRs from forks, and only wg-infra code owners can approve there.

Gains:

  • Admin through managers: udis, swati-kale, liatb-rh, aalfanda, romfreiman.
  • Push: ajamias, dcritch, larsks, swati-kale, chenyosef, srasanen (invite pending).
  • ci-duty gives CI/CD admin to rccrdpccl, akshaynadkarni, rgolangh, ItzikEzra-rh, omer-vishlitzky and eliorerz.

Roster people who aren't org members are not added. Adding them needs their GitHub handle and a members.csv entry. sank-ak is matched to Santhoshkumar K (E2E) by handle only; please confirm.

Manual step after apply

github_team_membership only manages the memberships listed in the CSVs, so people added to wg-infra by hand stay in it. Remove them:

for u in CrystalChun eranco74 ItzikEzra-rh; do
  gh api -X DELETE orgs/osac-project/teams/wg-infra/memberships/$u
done

Related

  • NO-ISSUE: Give the osac override to ci-duty instead of wg-infra osac-ci#54 moves the osac /override waiver from wg-infra to ci-duty, so wg-infra holds no admin, bypass or override rights. Merge it after this PR is applied, because an override team that can't be read causes a planner-error. wg-infra stays the CODEOWNERS and protected-path approver for pipeline changes.
  • No team references in osac or osac-test-infra need changing. Their workflow permission checks accept write, so everyone who drops from admin keeps write.

Validation

  • tofu fmt -check -recursive, tofu validate, pre-commit run --all-files: pass.
  • Plan counts below are from before fulfillment-wg was kept; they'll be refreshed. Local tofu plan (personal token; org-role resources excluded because that token lacks admin:org): 177 to add, 30 to change, 114 to destroy. Breakdown:
    • Add: 19 teams, 158 memberships.
    • Change: collaborators on 20 repos, 5 rulesets, cluster-tool push_allowances, 1 maintainer promotion (gamli75 in wg-infra), and the 2 recurring repo updates.
    • Destroy: 3 teams and 111 memberships.
  • In CI, expect the org-role swaps on top: runner_manager_wg_infra → runner_manager_managers, and cicd_admin_infrastructure → cicd_admin_ci_duty.

Note: membership removals and additions run in parallel during the apply, so someone whose push came only from fulfillment-wg can briefly lack push for a minute or two while the apply runs.

Summary

  • Replaces the fulfillment-wg catch-all and the mixed-purpose wg-infra and infrastructure teams with working-group and role-based teams from the OSAC engineering roster.
  • Adds the contributor_teams input to the common repository module. Teams marked contributor = true receive push access on repositories that use this input. A matching entry in teams overrides that permission.
  • Assigns managers the runner-manager role, repository admin access where configured, and ruleset bypass and push allowances where configured.
  • Assigns ci-duty the CI/CD admin role and access to osac and osac-test-infra. It also receives ruleset bypass on those repositories.
  • Renames wg-osac-storage to wg-storage and removes its explicit repository push entries.
  • Updates team references, derives contributor teams from the declared GitHub teams, and updates the README. Team membership changes run in parallel, so access may be interrupted briefly during apply.

Areas affected

  • Authorization and repository access: Team membership, repository permissions, ruleset bypass, and push allowances change.
  • Organization roles: Runner-manager and CI/CD admin role assignments change.
  • Deployment and operations: OpenTofu configuration manages the team and access changes. The apply workflow has no executable behavior change described in the supplied summary.
  • Documentation: The README updates team setup and role guidance.
  • API surface, controllers, database, and tests: No changes are described in the supplied evidence.

Compatibility and rollout

This changes team names and access assignments managed by OpenTofu. Roster members who are not organization members are omitted. The author says the sank-ak roster match needs confirmation and that three manually added wg-infra members must be removed after apply. Membership changes run in parallel, so access may be interrupted briefly during apply.

The author reports that no non-owner loses push access on a repository where they previously had it, while some access is reduced and some is increased. The author also reports that tofu fmt -check -recursive, tofu validate, and pre-commit run --all-files pass. The reported local plan excluded organization-role resources because its token lacked admin:org; CI was expected to include those role changes.

Risk classification

The applied label and its criteria are unavailable. No risk-labeling instructions or applied label were supplied, and the repository search found no references to risk:ship, risk:show, or risk:ask. The available evidence does not establish whether the change was close to a different classification or why it did not qualify.

Build GitHub teams from the SVGN engineering roster and give access by
role instead of through the fulfillment-wg catch-all and a wg-infra team
that mixed managers, the infra working group and force-merge helpers.

Teams:
- One team per working group (wg-bmaas, wg-caas, wg-vmaas, wg-maas,
  wg-enclave, wg-connectivity, wg-core, wg-metering, wg-ui, wg-e2e,
  wg-soln-eng, wg-qe, wg-architecture, plus the existing wg-infra and
wg-osac-storage). Product managers are not added.
- Role teams: managers, architects, wg-leads.
- ci-duty for CI duty and merge assistance.
- contributors for fulfillment-wg members outside the working groups.
- fulfillment-wg and infrastructure are removed.

Access:
- Teams flagged contributor in teams.csv get the push access that
fulfillment-wg had (new contributor_teams module input).
- managers takes over wg-infra's admin, ruleset bypass, push allowances
  and the runner-manager org role.
- ci-duty takes over infrastructure's push and bypass on osac and
osac-test-infra and the CI/CD admin org role.
- wg-infra becomes a regular working group, plus push on osac-ci for its
  CODEOWNERS entry.

Repositories reference the new teams through github_team.all, so the
teams are created before any repository grants them access.

Walkthrough

The change adds CSV-driven contributor teams with default push access. Explicit repository team permissions override that default. Organization roles and repository permissions now use updated managers and ci-duty assignments.

This change reorganizes team access using CSV-driven contributor teams and updated manager and ci-duty assignments. No concrete merge-blocking defect was established in the supplied context. The README still describes infrastructure as holding the CI/CD admin role, which may be stale documentation, but it does not change behavior.

GitHub archived repository team permission changes API behavior archived repositories permissions read-only official documentation

💡 Result:

**For archived repositories, GitHub documents team-permission changes as read-only—not as a supported API operation.** Its archival docs say permissions become read-only and that you cannot add or remove collaborators or teams; to make changes, unarchive the repository first. ([docs.github.com](https://docs.github.com/en/enterprise-cloud%40latest/repositories/archiving-a-github-repository/archiving-repositories?utm_source=openai))

The team-permissions REST endpoint normally lets an authorized caller add a repository to a team or update that team’s permission. But its documentation does **not** specify the endpoint’s exact response or behavior when the repository is archived. ([docs.github.com](https://docs.github.com/en/rest/teams/teams?apiVersion=20.2.41-28&utm_source=openai))

**Practical conclusion:** unarchive before changing team access. Whether a direct API request against an archived repo fails—and with which status code—remains unspecified in the cited docs.

Apply team-access changes before archiving repositories.

fulfillment-service and the other affected modules set archived = true while adding contributor teams and changing team grants. The shared module sends those grants through github_repository_collaborators. GitHub treats archived repositories as read-only and does not allow teams to be added or removed. If these repositories are archived in GitHub, the access changes cannot be applied.

Confirm the live archival state. For each archived repository, unarchive it, apply the team-access changes, and rearchive it in a separate controlled step.

Align the storage working group team with the other wg-<name> teams.
The team is recreated as wg-storage with the same members. Its explicit
push entries on osac, osac-test-infra, osac-ui and enhancement-proposals
are dropped: contributor push covers the first three, and every org
member already has push on enhancement-proposals.

The hypershift1 cluster (osac-project/managed-cluster-config) restricts
its GitHub OAuth login to osac-project/fulfillment-wg and maps the team
to cluster RBAC, ArgoCD admin and a Vault policy. Deleting the team
would lock everyone out of that cluster.

Keep the team and its members, but mark it contributor=false so it no
longer grants repository access; the roster teams cover that now.
