Moves the image from utopia-base 2.0.0 to 2.1.5, which takes Swoole from 6.2.0 to 6.2.4. The CI test image moves from phpswoole/swoole:6.2.0 to 6.2.3, the newest php8.5-alpine tag upstream (there is no 6.2.4 tag yet).

Other changes between 2.0.0 and 2.1.5, from diffing the two images:

• The PHP extension list is identical.
• PHP 8.5.6 → 8.5.12 and Alpine 3.23.4 → 3.23.7 (CVE fixes, including the eMudhra CA distrust and brotli-libs 1.2.1).
• The zstd and brotli command-line tools are gone. The executor never shells out to either; the PHP extensions are still there.

Built locally: php --ri swoole reports 6.2.4, docker-cli installs, every file under app/ and src/ passes php -l, and app/http.php boots as far as Docker orchestration (it stops there only because there is no socket in the test container).
