This adds api.ooni.io as a alternative domain to ooniapi frontend, and removes the A record currently pointing at backend-fsn. The moved block instructs terraform to update the record rather than create a new conflicting one. Reading the ARN from the validation resource means the listener now depends on it. Terraform can only update the listener once the validation resource has finished, which is once the cert is issued. Without this change, Terraform can update the listener right after the new cert exists, while it's still pending validation. The ALB rejects a cert that isn't issued, so the likely outcome is a failed apply partway through.
