Nontrivial changes can reach implementation before their critical assumptions are exercised, increasing later correction effort. This planning amendment adds early assumption probes, evidence-based finding triage and compact repair handoffs to the existing five workflow skills while preserving producer authority, governance and shared budgets.

Extends workflow-01-turn-orchestration, refs #742; paired with modules #483 and core #742. Incorporates only the reconciled workflow artifacts inspected at draft PR #743 head onto refreshed dev. PR #743 and its codex/lean-requirements-evidence base remain unchanged; no unrelated lean-planning artifacts are imported.

  • Preserves the owner-approved 2026-10-04 optional-context, trust/basis, structured pytest identity and shared-controller amendment.
  • Updates proposal/design, existing ADDED deltas, unchecked tasks, planned inspection mappings and change order. Modules owns reusable guidance; core owns wrappers/projection and repository adapters.
  • Keeps delivery ordered as skills/projection → deterministic verification → bounded repair → opt-in PR automation. Probes cannot substitute for required gates; dispositions cannot waive required findings; boundary drift broadens review/rechecks.
  • Adds no runtime implementation, activated command, report/receipt schema, ledger, automatic telemetry, default panel or policy cutover. Exact signed readme-star-conversion-01 #481/v3 compatibility and release gates remain future prerequisites. Implementation/trial tasks remain unchecked; these PRs must not close their implementation stories.

Paired amendment PR: nold-ai/specfact-cli-modules#500

Validation: applicable pre-commit hooks completed on the staged candidate, with Python review/runtime contracts skipped by their owning applicability checks. Native planned Requirements evidence passed using the repository-verified pinned module fixture; scoped YAML and Markdown lint passed. Core documentation command, accountability and frontmatter checks passed during creation. Selected strict OpenSpec passed. All-change strict validation: 39/40 passed, retaining the unrelated pre-existing governance-01-evidence-output failure; no new failure. Global core YAML tooling also reports unrelated historical formatting findings; scoped amendment YAML is clean. See CHANGE_VALIDATION.md for actual evidence and limits.

Local GPG signing is unavailable. Publication uses GitHub-signed commits with expected-head protection; the verified remote tree must equal the validated local index tree. No signing configuration or CI policy is changed.

Investment checkpoint: review the initial skills/projection slice after two engineer-days. Trials await the next subsequently authorized nontrivial change in each repository; causal and monetary savings remain unproven. Rollback reverts guidance/projection while retaining evidence and ordinary checks; runtime rollout keeps coordinated configuration/module pins.

Linked repositories findings

nold-ai/specfact-cli-modules

Inspected detached HEAD at f97134b (docs: bind repair validation to final requirements mapping), not the default branch. [::nold-ai/specfact-cli-modules::]

  • No Markdown references to workflow-01-turn-orchestration, #755, #742, #483, #500, schema-v3, or current_execution were found in this checkout, so no active companion consumer or configuration was identified. [::nold-ai/specfact-cli-modules::]
  • Existing module manifests are package-specific (packages/specfact-*/module-package.yaml); no workflow-specific package manifest was found. Future implementation will therefore need explicit package/registry/signing integration rather than changing an existing workflow package. [::nold-ai/specfact-cli-modules::]
  • The companion planning artifacts remain the relevant contract: tasks and validation state that implementation, executable probes, trials, and activated commands are still pending (openspec/changes/workflow-01-turn-orchestration/tasks.md:14-17,21-24,32; CHANGE_VALIDATION.md:21-23,47-50). 66-66: 🎯 Functional Correctness

The 41 row matches the current checkout: direct non-archived folders under openspec/changes/ total 41. The base row was 40, and this PR updates it to reflect the added active-tree entry. The supplied count of 40 does not describe the reviewed head, and no separate validation-record count was found to contradict the row.

📝 Summary

User-visible behavior and CLI surface

  • The change amends the workflow-01-turn-orchestration OpenSpec plan. It adds risk-first guidance to the existing five workflow skills: probe critical assumptions before dependent work, assess findings against evidence, and use bounded repair handoffs.
  • It adds no CLI commands, options, defaults, or runtime behavior. Probes do not replace required gates. Finding dispositions do not waive required findings. Boundary drift or uncertain impact requires broader review and gate rechecks.

Contract/API impact

  • No public functions, Pydantic models, or module package boundaries change.
  • The plan assigns reusable workflow guidance to modules, and projection and repository adapters to core. Runtime adoption remains gated on compatible signed workflow and Requirements publications. Projection may proceed independently.
  • The plan adds no ledger or telemetry and does not establish causal or monetary savings.

OpenSpec and delivery status

  • OpenSpec change: workflow-01-turn-orchestration. Updated artifacts include the proposal, design, requirements evidence, adoption spec, tasks, change order, and validation record.
  • Implementation and trials remain incomplete. The planned sequence is skills and projection, deterministic verification, bounded repair, then opt-in PR automation.
  • The stated checkpoint is review of the initial skills/projection slice after two engineer-days. Trials await authorization for a nontrivial change in each repository.

Testing and quality gates

  • Reported validation: native planned Requirements evidence passed with a repository-verified pinned module fixture; scoped YAML and Markdown lint passed; selected strict OpenSpec validation passed.
  • All-change strict validation reported 39/40. The remaining failure was identified as pre-existing and unrelated. Global core YAML tooling reported historical findings; scoped amendment YAML was clean.
  • Python review/runtime contracts were skipped by applicability checks. The supplied evidence does not report hatch run contract-test or coverage results.

Walkthrough

This change adds planning artifacts for paired workflow adoption and risk-first guidance. It defines ownership, verification and projection requirements, signed-producer prerequisites, bounded feedback rules, and validation and delivery plans. Runtime implementation and trials remain unstarted.

Linked repositories findings

Inspected nold-ai/specfact-cli-modules at detached commit 2086642, branch of open PR #500.

  • The companion proposal is explicitly planning-only: the workflow package, manifest, registry entry, signed payload, tests, and command documentation are future implementation work; no workflow package or manifest currently exists. [::nold-ai/specfact-cli-modules::] openspec/changes/workflow-01-turn-orchestration/proposal.md:34, tasks.md:19-25
  • The modules/core boundary matches this PR: modules owns reusable guidance/runtime, while repository-owned wrapper projection remains separate. [::nold-ai/specfact-cli-modules::] proposal.md:34,69, tasks.md:16,32
  • Runtime adoption remains gated on the exact signed modules #481 schema-v3 current_execution contract and compatible identities; missing, unsigned, incompatible, or v2-only producers must not be treated as ready. Independent skill projection may proceed. [::nold-ai/specfact-cli-modules::] proposal.md:40,59-61
  • The five reusable skills (specfact-pre-validate, specfact-implement, specfact-verify, specfact-fix, and specfact-autofix) are planned guidance only, with all implementation and trial tasks unchecked. [::nold-ai/specfact-cli-modules::] proposal.md:67-74, tasks.md:14-17,55-63

Applied the individually owner-approved validation snapshot labels: 38/39 belongs to creation based on inspected PR #743 head; 39/40 belongs to publication based on dev 5db1f21. The current worktree reproduces 39/40 with only the previously known governance-01-evidence-output failure. Applicable pre-commit hooks, native planned Requirements evidence, strict selected OpenSpec and Markdown/whitespace checks passed. The Codex active-change count correction is published and verified at 40.

Disposition for “Wrap the changed paragraphs to the Markdown line limit”: the claimed Markdown 120-character requirement is unsupported by effective repository rules. .markdownlint.json explicitly disables MD013; docs/agent-rules/80-current-guidance-catalog.md applies 120 characters to Python. .coderabbit.yaml instructs reviewers to skip trivial formatting nits covered by repository gates. Scoped Markdown lint passed. This is an evidenced non-actionable style concern, not a waiver of an actual required producer finding.

Verified signed repair commit: 29637d9. Remote required CI/review completion remains separate; no green claim is made.

djm81 added a commit to nold-ai/specfact-cli-modules that referenced this pull request Oct 8, 2026
Nontrivial changes can reach implementation before their critical
assumptions are exercised, increasing later correction effort. This
planning amendment adds early assumption probes, evidence-based finding
triage and compact repair handoffs to the existing five workflow skills
while preserving producer authority, governance and shared budgets.

Extends `workflow-01-turn-orchestration`, refs #483; paired with
[modules
#483](#483) and
[core #742](nold-ai/specfact-cli#742). Extends
the merged planning baseline from PR #484.

- Preserves the owner-approved 2026-10-04 optional-context, trust/basis,
structured pytest identity and shared-controller amendment.
- Updates proposal/design, existing ADDED deltas, unchecked tasks,
planned inspection mappings and change order. Modules owns reusable
guidance; core owns wrappers/projection and repository adapters.
- Keeps delivery ordered as skills/projection → deterministic
verification → bounded repair → opt-in PR automation. Probes cannot
substitute for required gates; dispositions cannot waive required
findings; boundary drift broadens review/rechecks.
- Adds no runtime implementation, activated command, report/receipt
schema, ledger, automatic telemetry, default panel or policy cutover.
Exact signed #481/v3 compatibility and release gates remain future
prerequisites. Implementation/trial tasks remain unchecked; these PRs
must not close their implementation stories.

Paired amendment PR: nold-ai/specfact-cli#755

Validation: applicable pre-commit hooks completed on the staged
candidate, with Python review/runtime contracts skipped by their owning
applicability checks. Seven manifest/registry checks, module import
boundaries, generated command contracts, documentation
accountability/commands and native planned Requirements evidence passed.
The existing documentation suite had 20 passing tests. Selected strict
OpenSpec passed. All-change strict validation: 32/33 passed, retaining
the unrelated pre-existing `requirements-03-backlog-sync` failure; no
new failure. Global core YAML tooling also reports unrelated historical
formatting findings; scoped amendment YAML is clean. See
`CHANGE_VALIDATION.md` for actual evidence and limits.

Local GPG signing is unavailable. Publication uses GitHub-signed commits
with expected-head protection; the verified remote tree must equal the
validated local index tree. No signing configuration or CI policy is
changed.

Investment checkpoint: review the initial skills/projection slice after
two engineer-days. Trials await the next subsequently authorized
nontrivial change in each repository; causal and monetary savings remain
unproven. Rollback reverts guidance/projection while retaining evidence
and ordinary checks; runtime rollout keeps coordinated
configuration/module pins.

Core PR #755 fails on unchanged dev dependencies and a versioning
fixture that stages Git metadata. This owner-authorized slice of #747
upgrades the five necessary frozen packages, restricts fixture staging
to generated projects, and isolates the smoke fallback from inherited
unverified seed caches. The Semgrep sentinel follows the lock while
retaining its security floor, MCP and no-waiver checks.

Frozen updates: PyJWT 2.15.1, urllib3 2.8.0, virtualenv 21.11.0, Semgrep
1.179.0 and python-discovery 1.6.0. Module/release identity, verifier
dependencies, workflows, gate policy and trust exceptions are unchanged.

**Signed final head:** `9ed629582d5bdfe4a93610178b95772f58a1c2a3`, tree
`982b8ffe2f2e56c56f46340dff9328c8d090fdfd`. The isolated JWT probe tests
the hash-pinned delivery wheel in a separate temporary target, retaining
the trusted verifier's base environment. Frozen parent assertions verify
its bound version, unchanged caller options and expiry on reuse. The
cache probe preserves its process-boundary assertions.

**Authenticated RED:** authored head
`0f9d114be7e4fd70083d0c1a101590c2ab9ca06d`, Requirements run
[37896570864](https://github.com/nold-ai/specfact-cli/actions/runs/37896570864),
artifact 11600054315, ZIP byte digest
`sha256:b30ddc50df79e0ceb1465baaec8f3ab8872f60e5b4f9c4d458c470651d4befa0`.
The actual report passes RED with no findings. The selected tests,
mapping and acceptance record remain unchanged through final
publication. Earlier rejected snapshots are retained in TDD_EVIDENCE.md
and are not substituted for this proof.

**Validation:** published-head provenance and local native final
reconciliation pass (verified maturity, zero findings). Twenty-five
scoped tests pass. Ruff check/format, project BasedPyright (zero
errors), scoped Markdown/YAML, selected strict OpenSpec, coherent export
and lock checks pass. Self-review has zero blocking findings, with
explicit dispositions for two baseline warnings, four unchanged AST
suggestions and one probe-readability advisory. The unchanged reviewed
graph previously passed both advisory gates, trust/licenses and fifteen
security/control probes; current hosted gates and full-suite/matrix
results remain independently required.

All-change OpenSpec retains the known unrelated governance delta failure
(39/40). Prior broad local runs had environment failures and nested
Hatch graph drift; those results are not frozen delivery proof. Artifact
screening retains provenance-verification and optional Semgrep Pro
limitations. Upgrading cannot sanitize external previously compromised
Hatch/user caches; this change does not purge shared caches.

Current-head hosted final execution, exact-head human authority and
completed required reviews remain necessary before integration. Refs
#747 and #755. Original #748's broader consolidation stays open and
unchanged. This slice does not close #747, archive the broad change or
implement planned workflow runtime. After integration, refresh the
internal wiki's merged/dependency status and rebuild its graph; its
mirror was updated and rebuilt on the authoring host on 9 October 2026.

Current signed planning head: 68e9e7cb9c5a896a81ac1a378330045e8e95a38d, tree ae5826c032eed3db27ed5f4c96979ef07df3abc1, merged repair baseline cb417b5dd5d58fbe9ce50b62cb8a75868caa5ef2 (#756).

All independent current-head jobs completed: 36 passing effective checks, 10 conditional skips, no pending jobs. The required Python 3.12 suite and Python 3.11 compatibility passed, along with audit/trust, type/lint, signatures, reproducible delivery, runtime matrix and native planned Requirements. Hosted checkout log verifies merge 4df8d2300e83eeead5fd8e1533455f17645930b3 contains this head and merged baseline. CodeRabbit completed review run 776c1ad2-228d-4079-919b-7485a28d0070 on the exact head, processing two changed planning documents with no actionable comments. No unresolved review threads remain; the new validation-count finding has its implementing commit/check ledger.

Local selected strict OpenSpec passed; all-change strict validation is 40/41 with the known unrelated governance delta filename failure preserved. Native complete planning-diff evidence passed planned/proposal-only; no runtime adoption or broader maturity is claimed.

Completion readback on 9 October 2026: the human-approved exact member grant was posted and read back unedited (grant); Trusted Requirements Authority run 37917194518, attempt 2 passed on the exact current head. All 13 named required branch checks passed, the organization authority gate passed, and all review threads are resolved. There are no failed or pending effective checks. Conditional skips are retained as skips rather than passing producers.

The human merged #755 at 13:05:15 Europe/Berlin on 9 October 2026 as verified signed merge 553b46f01c6581c96dc92133b6e77404c8df7cd9. Follow-up is complete and its monitor is disabled. Internal wiki reconciliation and graph rebuild ran from the internal repository root; no completed OpenSpec pages were marked done. Six of six shared correction batches remain consumed. Broader #747/#748 work and planned workflow implementation/trial tasks remain open; no OpenSpec change was archived.
