RPC failures made
/api/v1/validatorsreturn a 404 containing the upstream error, even when validator data was already stored.Fall back to cached or stored validator data and mark scores stale when the live range is unavailable. Keep query filters and score versions intact. Return 503 when no stored epoch exists.
Validation: all 215 tests pass, typecheck passes, and lint passes with existing
.superpowersartifacts excluded. Full lint still reports 86 pre-existing errors in those artifacts.
