Context

Generated work items can omit required labels or tags, leaving incomplete board records and inconsistent metadata.

Solution

Compute required metadata before creation, create missing GitHub label definitions, verify stored labels or Azure DevOps tags, and repair gaps without dropping additional metadata. Stop persistent failures with existing IDs for recovery. Align platform formats, creator tools, and the narrow planning-proposal intake with the shared creation checks.

Stack dependency: #78. Merge that PR first, then retarget this PR to main if GitHub has not retargeted it automatically. This PR targets feature/35-spec-diagrams so its diff contains only this issue's changes.

Validation

• npm --prefix docs run build: passed in an isolated snapshot of this PR's committed tree (39 pages).
• node --check docs/astro.config.mjs: passed.
• git diff feature/35-spec-diagrams feature/38-required-work-item-labels --check: passed.
• markdownlint --stdin --json --config .markdownlint.yaml: no new diagnostics versus the base across 10 changed Markdown/MDX files. Existing diagnostics are unchanged.
• Independent instruction review completed. No test board items or live branch-protection settings were changed.
