• LINBEE-28463 - manual must run the same review. It currently synthesises a bare with no args and replaces the customer's CM, so guidelines, issues_limit and approve_on_LGTM are all dropped.
• LINBEE-29160 - manual reviews must not consume or be blocked by the budget.
• LINBEE-29166 - the skip must be explained in-PR.
