What changed in this PR
Adds appbuilder admin so plugin developers can run Kizen’s admin CLI using their current appbuilder credentials.
Changes:
- Adds admin command forwarding and account-bound authentication.
- Provisions a pinned Kizen CLI in a private Python environment and shares Python discovery with the local code-step runner.
- Adds tests, documents usage, and bumps the CLI to version 1.17.0.
The required .copilot-docs/ documentation was unavailable during review, leaving contract validation incomplete.
