⌨️ What I did

CI 쪽 문제이므로 원활한 리뷰를 위해 바로 반영하겠습니다.

• 최신 Ubuntu 버전에서 ZooKeeper C Client의 빌드가 실패하는 문제가 있어, 현재는 Ubuntu 버전을 낮춰 CI를 진행합니다.
• 해당 빌드 문제가 해결된 Arcus ZooKeeper가 릴리즈되면 Ubuntu 버전을 다시 latest로 변경할 예정입니다.
