Overview
Updates the Publish workflow’s Install uv step from astral-sh/setup-uv@v9.0.0 to v10.1.0. Release builds still use the same steps (tag check, uv build, artifact upload); only the action that installs uv on the runner changes.

Upstream v10.x adds checksum verification for downloads, respects NO_PROXY, and exposes a python-runtime-id output—none of which alter this workflow unless you start using those features later.
