Fixes #4916

Problem and change

Opening an issue URL such as /tracker/TSK-999 for an issue that does not
exist (or is not visible to the user) only showed the generic workbench
text "Object doesn't exist or you are not permitted to access it." with
no way to continue.

accessDeniedStore now optionally carries a custom label and a navigation
link in addition to the plain boolean, and the workbench access denied
view renders them. The tracker location resolver uses this to show an
issue-specific message and, when the identifier prefix matches a project
the user can see, a button that opens that project's issue list. All
other callers keep setting true and see the generic text as before.

The identifier prefix parsing lives in a small helper with unit tests.

Tests

New unit tests plugins/tracker-resources/src/__tests__/issueIdentifier.test.ts. Checked manually on a self-hosted instance: an unknown issue number of an existing project shows the issue-specific message and a "Show all issues in " button that opens the project's issues; an unknown prefix shows the message without a button; a missing document still shows the generic text.
