fix: Unity package releases now wait for the project runner release, so each package ships the runner released with it - #3420
A Unity package release now always ships the project runner released alongside it. The package release pull request stays draft until the project runner its pin names is published.
release-please is no longer skipped on every release commit, so the runs the publish workflows dispatch after publishing actually rebuild the remaining release pull requests.
User Impact
Before: the package release pull request was merged automatically as soon as it pinned the published dispatcher, even while the project runner release pull request was still open. Package 3.21.2 was published pinning runner 3.12.2 instead of 3.12.3, so the runner fixes did not reach its users. Merging the runner first did not help either: release-please skipped every run whose newest commit was a release commit, including the run the runner publish dispatches, so the other release pull requests were never rebuilt.
After: the package release waits for the runner release, and the runner publish triggers a release-please run that rebuilds the package release pull request with the new runner and merges it.
Changes
merge-package-release-pr (both the dispatcher post-publish path and the release-please.yml path) leaves the package release pull request draft while a project runner release pull request is open, or while the runner release its head pin names is missing or still a draft. It checks this only once the head pin records the current dispatcher, and it settles the pass instead of polling, because only another, approval-gated workflow can publish the runner.
New command check-release-please-gate replaces the "newest commit is a release commit" skip in release-please.yml. It skips release-please only while a release the manifest at the target commit names is missing or still a draft (the actual concern behind fix: Release PRs no longer include old changelog entries after publishing #1088). A release that cannot be read fails the run instead of choosing a side. Go is now set up before the gate on every run, and the subject-line script and its test are removed.
The native CLI post-publish marks its release pull request tagged before it dispatches release-please, the same order the Unity package release already uses.
Docs: the release order and the manual-merge checklist in docs/dispatcher-pin-release-order.md, the new ADR 0021, a pointer from ADR 0007, a "superseded in part" note on ADR 0013, and the places that explained the post-publish label marking by the old skip.
Verification
go test ./... -count=1 in cli/release-automation passes; internal/automation coverage is 96.5% (baseline 96.4). gofmt -l, go vet, and golangci-lint are clean, and scripts/check-code-complexity.sh and scripts/check-file-length.sh report nothing.
Each new merge-gate branch is pinned by a test that fails when the branch is disabled: the unpublished-runner check fails three tests, and the open-runner-PR check fails two.
scripts/test-release-please-config.sh, scripts/test-native-cli-publish-workflow.sh, and scripts/test-unity-package-release-workflow.sh pass.
go run ./cmd/check-release-please-gate --repo <owner>/<repo> --ref main, run against this repository, prints skip=false and exits 0 (all three manifest releases are published today).
This change can only be verified locally through the unit tests and that read-only gate run. The release order itself will be verified on the next release cycle.
The package release pull request was merged as soon as it pinned the published dispatcher, even while the project runner release pull request was still open. The runner release raises the runner the package pins, so a package cut first shipped the previous runner (3.21.2 pinned 3.12.2 instead of 3.12.3).
The merge now leaves the pull request draft, settling the pass, while a runner release pull request is open or the runner the pin names is not published. Settling rather than polling is deliberate: the runner is published by another, approval-gated workflow, which dispatches release-please afterwards so the merge step decides again. A missing release reads as unpublished, but any other read failure fails the command so an outage never holds the release silently.
release-please was skipped whenever the newest commit was a release commit, a stand-in for "a version the manifest names is not published yet" (#1088). The stand-in also skipped the runs the publish workflows dispatch after publishing, so after a runner release commit the remaining release pull requests were never rebuilt.
check-release-please-gate reads the manifest at the target commit and skips only while one of the releases it names is missing or still a draft. A release that cannot be read fails the run: running anyway would repeat the previous changelog, and skipping silently would leave the release pull requests unbuilt. Go is now set up before the gate on every run, and the subject-line script and its test are removed.
The native CLI post-publish dispatched release-please first. Now that the dispatched run is no longer skipped, it can start before the label is set; marking first, as the Unity package release already does, means the run finds the pull request tagged.
Record the release order (dispatcher, then project runner, then the package by automation) and the two gates in ADR 0021, and add the runner condition to the manual merge checklist. The places that explained the post-publish label marking by the old release-commit skip now give the new reason; ADR 0013 keeps its text and points at ADR 0021.
Release automation now checks manifest releases before running release-please and holds the Unity package release pull request until its pinned project-runner release is published. The native CLI workflow tags its release pull request before dispatching release-please.
The workflow runs a new CLI gate against the target manifest. The gate checks whether each named release is published and writes its skip result to GITHUB_OUTPUT. The old release-commit subject check and its test are removed.
The package pin includes the project-runner version. The merge gate holds the package release pull request while a runner release pull request is open or its pinned release is missing or draft. Tests cover these cases and pin refresh ordering.

The native CLI workflow tags its release pull request before dispatching release-please. The workflow comments, test assertion, and documentation reflect this order.

hatayama/unity-cli-loop#3418: Updates the package release pin to project runner 3.12.3; this change gates the package release on the runner named by its pin.
Merge Risk: Moderate · up to 6a167
The package release gate can accept a stale runner pin and merge before the newly merged runner release is published, which is the ordering problem this change is meant to prevent. Fix this before merging. A minor documentation wording issue also remains.

Correct the release-order sentence.
The sentence is grammatically broken and obscures the gate behavior. State that release-please runs only after every release named by the manifest is published. Apply the same correction to the mirrored workflow comment.

…ale head
When a project runner release commit is on main but not yet published and the dispatcher is published first, the stamp push starts a release-please run that the gate skips, so the package release pull request is never rebased onto the stamp. The post-publish merge kept waiting for that rebase, then failed after 45 minutes and asked for a manual merge.
In wait mode a head that still pins the previous dispatcher now reads main's manifest and settles with exit 0 while a release it names is unpublished; that publish dispatches release-please, whose merge step decides again. The gate's listing of unpublished manifest releases is extracted so both use it.
The dispatch ran only for push runs, so a project runner published by workflow_dispatch (the retry path and the lost-push recovery) never started release-please. Now that the package release waits for the runner, a package release pull request held for that runner stayed draft until an unrelated push. Marking the release pull request tagged stays push-only, since only a push run's commit is known to be the release commit.

Compare the runner pin with the current release state before merging.
After the runner release pull request merges, the package pull request can still contain the previous, published runner pin. projectRunnerReleaseGate then sees no open runner pull request and accepts that old pin because its release is published. The dispatcher post-publish path can therefore merge the package before the newly merged runner release is published. Also hold heads whose runner pin is stale relative to the base branch.

Check the manifest that release-please will process.
If a release pull request merges after this check, the gate can approve the checkout SHA while release-please reads the newer target branch. A newly merged runner version can therefore be unpublished when release-please rebuilds pull requests, recreating the changelog problem this gate prevents. Keep the checked branch state and the release-please run aligned, or serialize manifest-changing merges with the gate and action. The workflow passes a SHA to this check but a branch to the action.
