Description

This PR introduces a comprehensive Simplified Chinese translation (README.zh.md) for Dopamine to help Chinese-speaking researchers, students, and developers prototype and experiment with reinforcement learning algorithms more effectively.

Summary of Changes:

  • Added README.zh.md containing a full 1:1 translation of the framework overview, design principles, supported JAX/TensorFlow RL agents (DQN, C51, Rainbow, IQN, SAC, PPO), prerequisites (Atari & MuJoCo), source & pip installation instructions, test commands, references, and BibTeX citation.
  • Added top bidirectional language switcher in README.md (using PyPI-safe absolute GitHub URL since README.md is loaded as long_description in setup.py) and README.zh.md.
  • Preserved all original reference links, badges, code blocks, and citation metadata.
  • Appended standard community volunteer translation disclaimer at the end of README.zh.md.

No existing code, tests, or configurations were altered.
