Add packet definitions for the authenticated payload timeout, channel map, LE encryption, and periodic advertiser list commands. Add the LE scan timeout, scan request received, and authenticated payload timeout expired events. Cover every command and event with fixed H4 wire vectors, concrete subtype parsing, field comparisons, and Command Complete return-parameter tests. Also allow formatting an empty repeated field, which is needed by parameterless packet definitions. These are the standalone HCI definitions invited in google#1012; no Controller behavior or external simulator dependency is introduced. Signed-off-by: Lingao Meng <menglingao@xiaomi.com>
