Adds ValBuddy CLI to the public Agent Finder catalog as an application/ai-skill.

• Uses the public, immutable valbuddy-cli-v1.0.1 release tag.
• Provides deterministic local JSON, JSON Schema, and XML validation on Windows.
• Documents the permanently free core validation modes and native offline operation.

Thanks. The prefix difference is intentional and enforced by this repository. Source entries must use urn:ai: (validate(), lines 143–144), while the generator converts that prefix to urn:air: for ai-catalog.json (line 258). The contribution guide also specifies urn:ai: for source entries, so changing this would fail validation.
