[Bug]: "Choose a clip to edit" menu renders under the timeline toolbar, so Clip 2 and later can't be clicked #1006

What happens

With three clips on the timeline, the inspector rail's Edit clip button opens "Choose a clip to edit" (Clip 1 / Clip 2 / Clip 3). The menu renders under the timeline toolbar: Clip 2 and Clip 3 (y 365–441 css) are covered. document.elementFromPoint at their centres returns _tlToolbar, and real clicks on them do nothing. Clip 1 works.

The timeline had been enlarged with the divider. Even so, a longer clip list overlaps the toolbar in any layout.

Expected

The menu stacks above the timeline (portal or higher z-index) and every row is clickable.

Steps

  1. Put three clips on the timeline.
  2. Click the rail's Edit clip button.
  3. Click Clip 2 or Clip 3.

Environment

v2.0.0-rc.15 (same code as v2.0.0), Windows 11, 1920×1080 @ 125 %. Found in the rc.15 computer-use pass (#1003).
