fix(review): let the review model read the skill's references - #137

Claude Code reads a directory marketplace's plugins from that directory, not from its plugin cache. The marketplace sat in RUNNER_TEMP, which the model may not read, so the skill's reference files were denied. It now lives under ~/.claude/plugins, which the model may read. Claude Code reads a directory marketplace's plugins from that directory (
readFromFolderinclaude plugin list --json), not from its plugin cache. The marketplace was moved to$RUNNER_TEMP, which the review model is denied, so the skill's reference files (zone table, severity rules) could not be read and the review ran without them. The marketplace now lives in
~/.claude/plugins/ai-review-marketplace, covered by the existingRead(~/.claude/plugins/**)allow rule and still outside the checkout. Its.gitstays denied byRead(**/.git/**).Verified on a consumer PR pointed at this branch: the "permission denied" note on the reference file is gone and the review now names a zone that only the reference table defines.
